Disabling standard functionality of php should be documented (obviously it is not). You should contact the developer of your template or other extensions amd ask for support in this area.
OK, if you can't you can't.
The developer of the template is Joomla, it's the standard Cassiopeia template. As previously mentioned all other extensions and plugins work flawlessly, so I have no-one to go to. I do not even know what to ask that may be disabled, as I said, I'm not a programmer like you.
I'll leave it as it is. Maybe another visitor might be able to explain.

By the way, I've added this module to other Joomla sites I run to test and they have the same error, shame.

I have contacted my hosting company and they tell me: We can confirm that the parse_ini_file variable is disabled on the server for security reason and your account is on shared server so we cannot enable it.
So it seems I won't be able to use these other options in your mod. Hopefully, you might consider using a safer method for these variables?

I've provide a new version (1.4.11) of jsWeather, which uses a replacement for parse_ini_fie(). You may install using joomla updater or download/inatll from my site.
